Object, scope, and areas of publication

           

The Journal of the Historical and Geographical Institute of Rio Grande do Sul (RIHGRGS) has been published since 1860. It was founded by the Baron of Porto Alegre under the title "Revisa Trimensal do Instituto Historico e Geographico da Provincia de S. Pedro." The journal has regular publications and serves as a significant medium for the dissemination of knowledge about Rio Grande do Sul and topics related to the history and development of sciences in the state. The journal is published semiannually in a virtual format, aiming to publish at least nine articles submitted for double-blind peer review.

Regarding the editorial line, it is a multidisciplinary scientific journal that accepts articles from the fields of History, Geography, Cultural Heritage, Political Science, Law, Literature, Arts, Languages, and others, connected to the state of Rio Grande do Sul or that include it in studies of national and international scope. Additionally, it accepts articles involving scientific methods that contribute, even indirectly, to studies related to the editorial line.

The journal primarily receives original contributions of scientific articles. Submissions are accepted through three channels: general call for papers, thematic dossier call for papers, and continuous submission. General call for papers accepts articles on topics within the editorial line. Thematic dossier call for paper focus on specific themes and may have unique requirements that must be followed by those wishing to submit. Dossiers can exclusively include articles submitted for their organization or be mixed, with articles received through continuous submission, as established with each dossier's organization. The journal maintains a continuous submission process and accepts articles at any time within its editorial line. Articles submitted through continuous submission will be considered for publication as soon as their evaluation is completed.

According to the relevance of content and thematic pertinence, the journal may consider publishing productions such as documents, bibliographic reviews, thematic bibliographies, essays, reviews, translations, speeches, communications, and publications with limited circulation. These items, when published, will not be identified as scientific articles and will have their own designated sections.

The journal adheres to standards established by the Brazilian Ministry of Education, Qualis Periódicos in the History area, and the Committee on Publication Ethics. It is an Open Access (OA) publication, employing Creative Commons (CC) licenses, and archives content through LOCKSS, CLOCKSS, PKP Network, and Rede Cariniana. Submission

 

Intellectual productions should be submitted through the journal's website: http://seer.ufrgs.br/index.php/revistaihgrgs. Submission is possible after registration, which needs to be done only once. During submission, there is space to include co-authors, if applicable. Deadlines are specified in the calls for papers. For continuous submission, authors can submit at any time.

Authors are required to read the submission guidelines when submitting articles.

 

Evaluation through the double-blind peer review method

 

Publication of any and all productions depends on compliance with the Editorial Guidelines, evaluation by the Editorial Board, and ad hoc reviewers. Scientific articles that adhere to the rules are evaluated following the double-blind peer review method under the following terms:

a) the article will first be reviewed by the editorial board to assess its general suitability, thematic relevance, and ethical aspects of scientific production;

b) after the preliminary review, it will be evaluated by two blinded reviewers appointed based on the theme. They will not know the authors' identities under any circumstances;

c) reviewers may decide, with justification: accept, request mandatory revisions, or reject the scientific article;

d) accepted articles are eligible for publication and will be held alongside other accepted articles for consideration in the next issue, respecting the maximum limit of articles to be published in each issue;

e) articles requiring mandatory revisions may also be accepted if corrected and subsequently resubmitted. Editors are responsible for safeguarding publication quality and may decide on acceptance, rejection, or a new round of evaluation based on the revised version;

f) rejected articles will not be published;

g) article rejection is based on reviewer opinions and may occur with a single rejection if: - there is no thematic relevance; - there is significant inadequacy for participation in scientific publication; - for ethical reasons; - failure to comply with mandatory formal aspects; - identification issues with the submission;

h) reviewers' evaluations are final, and reviewers are not identified to the authors under any circumstances;

i) authors dissatisfied with the evaluation outcome may submit an appeal as described below;

j) once an article has undergone the described evaluation process, it is eligible for publication. However, eligibility does not guarantee publication. The article will be considered for subsequent issues following its acceptance, alongside others at the same stage, until at least the top nine rated articles or the determined number for that issue are published;

k) an author whose article is not published in the immediate subsequent issue may be published in subsequent ones;

l) if, based on received evaluations and other submissions, editors conclude that an accepted article is unlikely to be published, the author will receive a certificate of acceptance along with notice of this decision.

 

Norms for Editorial Guidelines

 

Details about the Scientific Article

a) minimum of 20,000 and maximum of 65,000 characters (approximately 30 pages maximum);

b) must be submitted in a separate file, in *.doc or *.docx format;

c) author identification should not be present in the article file. Authors must ensure that any automatically generated authorship data by Microsoft Word in the document properties are deleted;

d) articles can be submitted in Portuguese, Spanish, English, French, Italian, and German;

e) the article must be original (unpublished), adhering to the Ethics Policy regarding publication of previously published excerpts by the authors;

f) the article may have up to four co-authors, with the possibility to justify submission with a larger number (e.g., laboratories, research groups) upon prior communication with the editors;

g) at least one author must hold a master's degree. In case of submissions exceeding the number of articles to be published, preference will be given to submissions with at least one doctoral degree holder.

 

Structure of the Scientific Article

The article must include the mandatory elements prescribed by ABNT (Brazilian Association of Technical Standards):

a) Title in the article's language: in bold, centered, and all in uppercase;

b) Title in foreign language: in italics, centered, and all in uppercase;

c) Abstract in the article's language: title in bold "Abstract", followed by a single paragraph of 100 to 250 words;

d) Keywords in the article's language: expression in bold "Keywords:", followed, on the same line, by keywords separated by periods;

e) Abstract in foreign language: translation of the abstract, preferably into English;

f) Keywords in foreign language: translation of keywords, preferably into English;

g) Introduction;

h) Development: divided into thematic sections with headings;

i) Conclusion;

j) References: a single list without internal divisions, with items in alphabetical order.

 

Policy for Foreign Authors

To encourage participation from authors of other countries, the journal adopts a policy to incentivize the submission of foreign articles. Foreign authors may follow ABNT (Brazilian Association of Technical Standards) standards or may discuss the use of other scientific writing systems with which they usually publish. The article structure may also accommodate practices typical to authors of other nationalities.

Submissions from foreign authors who do not adhere to the journal's norms must be preceded by communication and dialogue via email with editors.

 

Usage of ABNT

Below are the ABNT standards necessary for the preparation of a scientific article submitted by Brazilian authors. Other aspects not covered should adhere to the remaining ABNT regulations, especially ABNT NBR 6022:2018 - Article in scientific printed periodicals:

a) Citation: Both citation systems specified by ABNT, numeric and author-date, as per ABNT NBR 10520:2023, are permitted. The chosen system must be used consistently throughout the work.

- ABNT 10520:2023, 6.2 - Numeric: "In the numeric system, the numbering of the consulted sources must be consecutive, in Arabic numerals, referring to the reference list at the end of the document, chapter, or section, in the same order as they appear in the text. The numbering should not restart on each page. When a source is cited again, it should maintain the same number. The numeric system cannot be used when there are footnotes." Example of numeric citation: In the text: Segundo Hawking, o progresso tecnológico, possível graças aos avanços na ciência básica, foi causa de mudanças nos últimos cem anos e, ainda segundo o autor, ninguém melhor do que Albert Einstein simboliza esses avanços1. -  ABNT 10520:2023, 6.3 - Author-Date: "For individuals, the indication should be made by the author's surname, in uppercase and lowercase letters. For legal entities, the indication should be made by the full name or acronym of the institution, in uppercase and lowercase letters. It is recommended that the acronyms of institutions be written in uppercase letters. For government institutions of the direct administration, the indication should be by the name of the superior body or by the name of the jurisdiction to which it belongs." b) page: size A4, top and left margin with 3.0 cm indent, and bottom and right margin with 2.0 cm indent;

c) text paragraphs: justified with 1.5 cm line spacing, 1.0 cm indent before the first line, no space between paragraphs;

d) font: normally size 12, black, with unrestricted use of italics and bold, and prohibited use of underlining and colors (including links);

e) smaller font: in expressly provided instances:

-  Footnotes: font size 10, 1.0 cm spacing, justified and at the bottom of the page;

-  Long quotations: smaller size (10 or 11), 1.0 cm spacing, 4.0 cm paragraph indent on the right, no paragraph indent on the first line, separated by vertical spaces (line break) above and below, without quotation marks and always preceded by a paragraph ending with a colon.

f) illustrations, tables, and other elements (tables, graphs, maps, images): should be preceded by their designating word (table, graph, map, photograph, image), followed by the ordinal number in Arabic numerals, a dash, and the title. Immediately after, the consulted source should be indicated, even when it is the author's own, and it must be listed in the references according to ABNT 10520.

h) Headings: the paper should be submitted with headings in accordance with ABNT standards, using 12-point font, preceded and followed by a vertical space (enter), and allowing for the use of bold and italics as long as they are uniformly formatted. For example:

i) Pagination: should be located in the upper corner of the page using the same font as the body text.

j) Restrictions: ABNT restrictions include:

- Absence of introduction or conclusion;

- Development presented as a single section without division into numbered and appropriately titled sections;

- Citations and sources included in the text but not listed in the references, including normative acts, precedent, and image sources;

- Inclusion of works in the references that were not used in the text;

- Use of colors in the text, including links;

- Use of underlining in the main text and links, except in direct quotations where the original used underlining.

 

Editorial Board

The Editorial Board consists of professors holding a doctoral degree from Brazilian and foreign universities, publicly listed on the journal's website. The composition adheres to the Ministry of Education standards for History journals. In addition, a public list of editors and junior editors responsible for the journal's functioning is maintained on the journal's website.

The journal maintains a panel of permanent reviewers who are at least Master's degree holders. They engage in voluntary work and are certified. Those interested in becoming reviewers are required to contact the journal and follow the specified procedures.

 

Ethics and Plagiarism Detection Policies

Ethics policies include:

a) articles undergo plagiarism checks during the preliminary evaluation process, utilizing search engines and specialized software;

b) articles suspected of plagiarism will be promptly archived, and if already published, retraction will occur. Authors will be notified of the decision and have the right to appeal;

c) articles containing excerpts from the author's previous publications are permissible under two conditions: first, adherence to ABNT norms for direct quotations, and second, they constitute original research;

d) the journal adheres to ethical and editorial criteria outlined by the Committee on Publication Ethics and those indicated by the Ministry of Education for History journals.

 

Copyright, Distribution, and Archiving Policies

Policies regarding copyright, distribution, and archiving include:

a) authors retain personal copyright and grant the journal and the Historic and Geographic Institute of Rio Grande do Sul permanent rights to publish and disseminate articles in any medium;

b) authors are permitted and encouraged to publish and distribute their work post-publication, including on research social networks, indexers, and other platforms, with proper acknowledgment of authorship and initial publication in this journal;

c) the journal operates under the Creative Commons Attribution License (CC BY 4.0);

d) the journal is virtual and adopts an Open Access (OA) policy, allowing access to all its content without the need for registration and from the time of publication, with no embargo period;

e) the journal archives its content using the LOCKSS, CLOCKSS, PKP Network, and Rede Cariniana networks;

f) the journal facilitates third-party indexing through the Open Archives Initiative (OAI);

g) the periodic does not maintain advertising and marketing policies, does not accept paid advertisements, does not solicit articles individually, and does not charge fees to authors or readers.

 

Data Protection Policies

Policies regarding data protection include:

a) the journal complies with Brazilian legislation, privacy policies, and data protection laws, especially the General Data Protection Law (LGPD) and the Brazilian Internet Civil Rights Framework (Marco Civil da Internet);

b) the journal retains only the data required by the Open Journal System (OJS), provided by users during registration. Users have the ability to modify and delete their data at any time through their User Profile;

c) the journal is continuously available to provide information, make changes to data, and facilitate data deletion. Contact can be made via email at revistaihgrgs@gmail.com.

 

Responsibility Terms

Terms of responsibility include:

a) the concepts and opinions expressed in published works are the sole responsibility of the authors, and the journal does not necessarily endorse them;

b) authors are required to declare any conflicts of interest, approvals from ethics committees, sources of funding, and funding agencies in their submissions;

c) submission implies acceptance of the terms of this journal and acknowledgment of no publication of works that disrespect them;

d) in the event of submitting the same article to another journal, authors must promptly inform the journal to archive the evaluation process.

 

Dispute Resolution

Disputes will be resolved according to the following system:

a) authors dissatisfied with the outcome of the evaluation or other decisions should address their concerns to the institutional email revistaihgrgs@gmail.com. It is the responsibility of the requester to maintain updated contact information with the journal, especially their email address;

b) appeals must be filed within fifteen business days after the editorial decision is communicated to the requester;

c) disputes not involving actions by the editors will be resolved by them;

d) disputes involving the editors will be resolved by the Editor-in-Chief;

e) if unsatisfied with the response to the appeal, a request for reconsideration can be submitted to the President of the Historic and Geographic Institute of Rio Grande do Sul within fifteen business days of receiving the response to the appeal;

f) queries and uncertainties regarding the journal should utilize the dispute resolution system.
