Policies in Municipal Education Management: Experiences of a Secretary of Education

The aim of this article is to reveal the universe of municipal educational management. It deals with the qualitative approach and is theoretically and epistemologically based on the policy cycle and on the theory of enactment. Narrative and (auto)biographical research were also used methodologically. It argues that changes in management teams alter educational policies, emphasizing that changes that contribute to social quality education do not happen immediately and spontaneously. For them to occur, there is a need for political, social and personal commitment from those responsible for the policies applied.
