THE (DIS)COMPLIANCE OF MUNICIPAL EDUCATION PLANS WITH DEMOCRATIC MANAGEMENT

This paper discusses democratic management in the context of municipal associations in three states in the south of Brazil, with the objective of analyzing how normative bodies explain their limits and possibilities for democratic school management within the scope of local education. The methodology is qualitative, of documental analysis. There are significant advances regarding democratic management, in the proposition of elections and continuing education for school managers. However, legal non-compliance with democratic management persists, which guides the educational community.
