This paper aims to understand the main cooperation and diplomacy actions between Brazil and countries on the African continent, especially the archipelago of Cape Verde. The study encompasses the years 2011 to 2016, corresponding to Dilma Rousseff's administration in the Federative Republic of Brazil. This period was characterized by the continuation of the African policy previously established during Lula da Silva’s government (2003-2010), albeit with a noticeable inflection. The documentation used includes data from the portal of the Brazilian Cooperation Agency (ABC), especially with regard to the projects implemented; the Cobradi financial reports, drawn up by the Institute for Applied Economic Research (Ipea), in relation to the Brazilian federal government's spending on cooperation; the National Library of the Presidency, particularly presidential trips and diplomatic speeches; and, of secondary importance, the executive summary of Brazil-Cape Verde initiatives, made available by the ABC. Through the characterization of the partnership between Brazil and Cape Verde, exploring the technical cooperation developed, it can be inferred that Brazilian foreign policy towards Africa during the Rousseff years produced activities relevant to the context of syncretic governance in the Global South, although with less vigor.Downloads
