About the Journal
Scope
The journal Cadernos do Programa de Pós-Graduação em Direito PPGDir./UFRGS is a freely accessible virtual and printed publication of the Law Postgraduate Program of the Federal University of Rio Grande do Sul. Its purpose is to collaborate with the improvement of national and international legal studies, fostering research and the public and free diffusion of knowledge. It maintains a commitment to qualified scientific production in the most varied areas of Law and the consolidation of a publishing space for renowned authors and young researchers, with the understanding that the free dissemination of scientific knowledge is the main purpose of a public university.
The thematic focus of this publication is directed, above all, to the lines of research developed in the Postgraduate Program in Law of the Federal University of Rio Grande do Sul. Comprising PhD and Master's degrees, this program is peculiar in that its four areas of concentration (Private Law, Public Law, Law Theory and International Law) all share the same core idea, synthesized in the expression "Foundations of the Legal Experience". Three lines of research are grouped around this idea: Dogmatic Foundations of Legal Experience; Theoretical-Philosophical Foundations of Legal Experience; and Foundations of Legal Integration.
Editorial Lines:
1. DOGMATIC FOUNDATIONS OF THE JURIDICAL EXPERIENCE. This line of research focuses, transversely, on the sectors of juridical experience (Civil, Consumer, Business, Corporate, Competition, International, Civil Procedural, Constitutional, Administrative, Tax, Labor and Penal) to seek an intermediate line between dogmatics and zetethics, investigating juridical experience by means of critical analysis aimed at proposing dogmatic models. Meeting this goal presupposes deep research from both the analytical and problematic points of view, especially through the analysis of paradigmatic cases, always with the objective of reinserting the dogmatic categories into the constitutional system, interpreting it systematically, both in its more general aspects and in its more specific contours. This line, for its comprehensiveness, includes emphases in Private Law (Civil and Corporate), Public Law (Constitutional, Administrative, Tax), Procedural, Antitrust/Consumer and Labor.
2. THEORETICAL AND PHILOSOPHICAL FOUNDATIONS OF THE LEGAL EXPERIENCE. The purpose of this line of research is to think about the foundations of law and legal knowledge, focusing on the investigation of the conditions for the possibility of legal experience. To that end, the fundamental concepts of the legal experience are studied (right, rule, order, etc.) and a discussion of the fundamental themes of the legal experience is proposed in the great contemporary authors of the theory of law, considering that to investigate the assumptions of knowledge and action is to investigate the human experience, the conditions of possibility of the theoretical activity and the practical activity.
3. FOUNDATIONS OF LEGAL INTEGRATION. This line of research is focused on the perspectives of integration, examining the legal institutionalization of the instruments and organs of integration; the new private international law, the defense and promotion of rights in integrated spaces; the regulation of industrial policies; consumer protection; technology transfer; provision of services; performance of financial institutions; social rights, as well as the national and international legal obstacles to the integration process, also incorporating a sociological aspect, essential to the understanding of the legal experience.
Peer Review Process
The papers submitted to Cadernos do Programa de Pós-Graduação em Direito PPGDir./UFRGS, submitted according to the specifications contained in the call notice, is evaluated according to the double-blind review method, which requires the elaboration of two opinions by different evaluators. The evaluation process obeys the following rules and stages:
1. The reviewer should not know the author of the submitted article. If, for any reason, the reviewer recognizes the author, the review must be stopped and the editors informed to appoint another reviewer.
2. The author will not know the identity of his or her reviewer and will receive only the formal and material comments of the prepared opinion.
3. The journal is evaluated by means of an evaluation form. The decision to publish is formed by the formal evaluation, material evaluation, and editorial decision.
4. The formal phase of the evaluation involves the adequacy of the submitted article to the Call for Papers. Formal inadequacy may lead to summary rejection of the article by decision of the editors. If the inadequacy is considered correctable, the author will undergo a blind review and may rectify the submission if the article is accepted for publication under the material aspect.
5. The material phase of the evaluation is carried out by the area evaluators. It is aimed at evaluating the scientific value of the article, its collaboration with the advancement of the field, and the construction of academic dialogue. The reviewers' opinion is the main instrument to determine the acceptance and publication priority of an article. The reviewers' comments are made available to the author, but under no circumstances will the reviewer be identified. Editors may also make suggestions for material content.
6. After the blind review, the editors evaluate the result and issue a decision, which may be for acceptance, submission to mandatory corrections, or rejection. The opinions are the main instrument for the decision, but are not binding. When there is disagreement between reviewers' positions, rejection due to a formal aspect that can be corrected, or a reason that is not adequate, the editors will be responsible for the final decision, with occasional assistance from the area's Editorial Counselors.
7. As responsible for the quality of the publication, the editors will ensure the editorial quality of the journal and the anonymity of the evaluation process.
8. Appeals to the positions taken will be submitted to the Managing Editor of the journal, who will decide monocratically or submit them to the Editorial Board. In any case, the identity of the evaluators will not be revealed to the author of the submission.
9. Articles that are identified, contain excerpts from other works without the proper bibliographical reference, or are submitted after the deadline, will be summarily rejected. Any form of plagiarism will be rejected.
Following the guidelines recommended by the Brazilian Ministry of Education, the journal may invite authors to publish without peer review. The invitation will be used to publish consecrated works or works by authors with relevant prominence in their field. The articles published in this way will be presented in their own section, informing about their non-peer review.
In unforeseen situations, decisions will be made by the Executive Editors, the Editorial Board, or the Editor-in-Chief, who has the prerogative of revoking the decision on any fact. Frequency
The journal is a biannual publication and periodically publishes calls for applications to the public with the aim of receiving scientific papers.
Open Acsess Policy
This journal adopts the international guidelines for open access, allowing free, immediate and complete access to its contents, including the download of any material, regardless of registration.
No Submission, Publication and Access Fees
The Journal Cadernos do Programa de Pós-Graduação em Direito PPGDir./UFRGS is totally free of charge. There are no charges for submission, review, publication, distribution or download.

Journal History
The Postgraduate Program in Law at UFRGS has been developing research on subjects related to areas of knowledge of interest to the Scientific Community in general, based on national, international and comparative techniques and methodologies.
In view of this peculiarity, the Postgraduate Program has been publishing, in its own vehicle of diffusion, the results of this research, in the form of articles, studies and research reports, self-assessment and abstracts of the Master's Dissertations and Doctoral Theses, in a journal called "Cadernos da Pós-Graduação".
The first volume of the journal was released in print in March 2003. In December 2013 the first virtual edition, using the SEER system, was made available.
