We start from the premise in the title, and make a dissertation about the potential opportunities of growth and development that can emanate from, without forgetting to establish the basic request for the transformation of them in real opportunities, that is, the assumption the endogenous and neoinstitucionalist paradigms of economic development, complemented by the diversification paradigm, as indicators for synergic actuation of the public and private players. Before that, take place a glance to the theories of power, to frame the Mozambican situation as natural gas exporter, in the face of cops decisions, and after that go to the dichotomy discussion of natural resources versus development, which is enriched by a comparative analysis of economic performance of too country panels of rich and poor in natural resources. The case study begins with the UE and Russia friction due to the dependency of the first in the face of second because of energy matrix, which conducted to the identification of the one of the justification pillars of Mozambican extractivism endorsement thesis, draining to the identification of the national commodity potential buyer’s markets, and the size of one of them, and to finalize, are listed the developmental possibilities, and the challenges.
