Comparative study of the trajectories of structuring bilateral cooperation in health between Brazil and the members of the CPLP and Unasur:
lessons from international agreements

This article seeks to verify and compare the catalysis of bilateral structuring cooperation in health (CES) between Brazil and the CPLP and Unasur member states, based on the constitution of these groups and their structures dedicated to the CES. The specialized literature and official documents suggest that this catalysis occurs, and the present study seeks to test this hypothesis and discuss the extent to which the CES is delimited by the Brazilian foreign policy (PEB) of each period or by multilateral formations. The research is carried out through a comparative case study, based on the analysis of the trajectories of bilateral CES in the two cases mentioned, built from data on bilateral agreements signed between Brazil and the members of the CPLP and Unasur. The data suggest that, in the case of the CPLP, it occurs a catalysis from the PECS 2009-2012 onwards, but it is not sustainable, as it ends in 2012. In the case of Unasur, there is a catalysis of bilateral CES from the establishment of the institution and the Health Council, and this remains until 2021, despite the inertia of Unasur and the changes in the PEB in health in the period.
