Bridging Continents: Macao-Hengqin, and Brazil’s Pathway to China

Resumo

O persistente superávit comercial nas relações sino-brasileiras evidencia a importância estratégica do acesso à Grande Baía (Greater Bay Area – GBA) da China, dado que a província de Guangdong representa aproximadamente 28% do comércio bilateral. A manutenção deste equilíbrio favorável exige uma compreensão aprofundada da lógica económica da GBA, enquadrada nos sistemas regionais de inovação e nas redes globais de produção, particularmente no contexto da cooperação Sul–Sul. Este estudo recorre à análise documental da literatura acadêmica existente, complementada por uma avaliação da organização espacial e infraestrutural, das inovações políticas e dos planos nacionais de desenvolvimento, bem como pela experiência profissional dos autores. O objetivo da investigação é identificar as condições que possibilitem o engajamento comercial eficaz do Brasil com a GBA, considerando o seu papel como polo dinâmico de desenvolvimento tecnológico e comércio internacional. Os resultados visam informar estratégias que reforcem a integração do Brasil nos mercados asiáticos emergentes, promovendo parcerias económicas mutuamente benéficas.

Biografia do Autor

Francisco Leandro, University of Macau

Francisco José Leandro (https://orcid.org/0000-0002-1443-5828) (fleandro@um.edu.mo) received his Ph.D. in Political Science and International Relations from the Catholic University of Portugal in 2010. From 2016 to 2017, he participated in a post-doctoral research program on state monopolies in China, focusing on One Belt One Road studies. In 2014, 2017, and 2020, he was awarded the Institute of European Studies in Macau (IEEM) Academic Research Grant, a major component of the Asia-Europe Comparative Studies Research Project. From 2014 to 2018, he served as the Program Coordinator at the Institute of Social and Legal Studies, Faculty of Humanities, University of Saint Joseph in Macau, China. From 2018 to 2023, he was the Associate Dean of the Institute for Research on Portuguese-Speaking Countries at the City University of Macau, China. Currently, he is an Associate Professor with Habilitation in International Relations at the Faculty of Social Sciences, University of Macau, and Deputy Director of the Institute for Global and Public Affairs. Carlos Cid Álvares

Carlos Cid Álvares (carlos.alvares@bnu.com.mo) has held prominent positions in the banking sector, including serving as President of Banco Popular Portugal and Director of several of its subsidiaries until November 2017. His extensive professional experience in banking began in 1984, encompassing roles such as General Manager of Millennium BCP / Banco Comercial Português and auditor at Banco Português do Atlântico. Currently, he holds the position of Vice Executive Chairman and CEO of Banco Nacional Ultramarino, S.A. in Macau. In addition to his executive roles, Álvares is actively involved in various advisory and leadership capacities. He is a Member of the Advisory Board of the Monetary Authority of Macau (AMCM) and serves as Vice-Chairman of the Macau Association of Banks. He also holds the position of Vice President of the Macau European Chamber of Commerce (MECC) and President of the Luso-Chinese Chamber of Commerce in Macau. Furthermore, he is Vice-President of The Macau Financial Community Standing Committee for Celebration Preparations, a Member of the General Council of the Macau Productivity and Technology Transfer Center, and a Member of the Portuguese Diaspora. His other roles include Vice-Chairman of the Supervisory Board of the Macau Management Association, Member of the Macau Corporate Governance Institute, and Member of the Faculty Advisory Board (FBA) of the University of Macau.

Pedro Calé Theotónio

Pedro Calé Theotónio (pedro.theotonio@bnu.com.mo) is a distinguished finance professional with a specialized focus on planning and sustainability. He earned his degree in Business Administration from Universidade Nova de Lisboa in 2024. His career began at Roland Berger Strategy Consultants in Portugal, where he gained valuable experience in strategy consulting. Subsequently, he relocated to Macau to further his career in the finance sector. Throughout his professional journey, he has held significant roles in finance and planning across various industries, including integrated resorts, healthcare, and banking. Currently, Theotónio serves as the General Manager at Banco Nacional Ultramarino, S.A. in Macau, where he oversees finance control and sustainability initiatives. Additionally, he provides administrative support to the Luso-Chinese Chamber of Commerce and Industry (Macau Delegation). He is a Chartered Public Accountant accredited by CPA Australia and holds a Financial Advisers International Qualification from The Chartered Insurance Institute and The Institute of Financial Planners of Hong Kong, in collaboration with the Macau Institute of Financial Services. Furthermore, he has obtained multiple certifications in finance and sustainability from reputable institutions, including CPA Australia, AESE Business School, ISEG Executive Program, Portuguese Banking Financial Institute, and Moody’s.
