Lula da Silva, foreign policy and international relations in Latin America

The article examines the conjuncture and future of Brazilian foreign policy and its international insertion in the Latin American macro-region, on the occasion of the beginning of the new government in Brasilia, headed by President Luiz Inácio Lula da Silva. In theoretical terms, the research accepts the influence of pluralism and neorepublicanism in International Relations, especially the concept of democratic peace. Likewise, it is important to point out the dialogue with the intermediate range theories available for the study of the insertion of regional powers, global environmentalism, as well as the so-called non-Western theories. Methodologically, it is an interpretation essay focusing on the topics of democracy promotion and environmental protection, in the context of a new political-diplomatic agenda. The text is also based on the analysis of foreign policy, formation of prospective scenarios and studies on international relations in Latin America. The main sources used are diplomatic documents, hemerographic archives and specialized literature. Although not exempt from contradictions and setbacks, it is concluded that the concrete results observed in the first months are positive and auspicious.
