      Abstract

      The debate on fiscal policy and its connection with public debt continue to be important to the Brazilian economy. The Fiscal Responsibility Law, approved in 2000 by the National Congress, and the new directives of the National Treasury, which established rules to avoid discretionary policy, reduced the impact of the fiscal policy on aggregate demand and capital formation. We discuss in this paper the fiscal policy from 1995 to 2007 and we argue that the new directives were not sufficient to strengthen the public budget and may have a negative effect on the economic development of the country.
