The paper investigates evidence of political and electoral cycles in health and sanitation expenditures. The spatial dynamic panel model allowed us to observe if the hypothesis of electoral and partisan cycles is plausible or not, that is, if there is an increase in health and sanitation expenditures in the years of municipal elections and
which parties are more likely to practice this increase. Identified the pattern of these expenditures is influenced by the spending behavior of neighboring municipalities. Note the presence of the spillover effect, since the governors reduce their expenses with health and sanitation when observing that the neighbors increase the expenses.
