O Golpe de 1964 e o financiamento: ditaduras não gostam de educação

Abstract

O artigo busca analisar os principais efeitos do golpe militar de 1964 no financiamento da educação no Brasil. Os dados mostraram que, não obstante a enorme expansão da carga tributária frente ao período anterior, não houve qualquer reflexo positivo no padrão de investimento educacional, ficando a educação, em geral, abaixo de 3% do PIB. Este baixo padrão de gastos decorreu essencialmente da retirada do princípio da vinculação constitucional de impostos para a manutenção e desenvolvimento do ensino. O trabalho indica, também, a potencialização do dano na qualidade do ensino público, pois a falta de recursos se deu em um período em que houve grande expansão de matrículas, associado à crescente destinação de recursos para o setor privado.
