Abstract

Este artigo discute a política de financiamento da educação no Brasil, com ênfase na educação infantil a partir de dois eixos: a municipalização e o financiamento. O estudo, de caráter exploratório, investiga os determinantes estruturais e conjunturais que se refletem na construção dessa política e evidencia que a subvinculação de recursos para a educação infantil tem ampliado o acesso. No entanto, ainda se faz necessário um aporte maior de recursos e uma articulação política qualificada dos gestores e da população no tocante a democratização desta etapa educativa.
