Poder local e educação no Brasil: dimensões e tensões

O debate sobre poder local adquire contornos próprios numa sociedade onde se aprofunda a lógica do pensar globalmente e agir localmente. O Brasil insere-se neste movimento incorporando elementos da agenda educacional global e manifestando traços que lhe são peculiares. Neste contexto acelera-se um processo de “descentralização que vem do centro”, em que, sob a aparência de maior autonomia dos agentes do poder local, se intensifica o controle do poder central sobre a política e a gestão educacional e escolar. O texto discute argumentos visando contribuir para a reflexão sobre conquistas, dificuldades e desafios deste percurso.
