O papel do poder legislativo na formulação das políticas sobre financiamento da educação

Este trabalho tem por objetivo investigar o papel do poder legislativo no Brasil em matéria de formulação das políticas sobre financiamento da educação, destacando e discutindo a agenda proposta sobre o tema no âmbito do Congresso Nacional. Para a consecução desse objetivo, foram identificadas as proposições apresentadas e concluídas no processo legislativo durante as 50ª e 51ª legislaturas. O estudo dessas proposições revela a debilidade do poder de agenda do Legislativo para aprovar matérias sobre financiamento da educação. Na realidade, tais proposições não chegam a constituir-se uma efetiva agenda legislativa sobre políticas de financiamento da educação.
