Abstract

Este artigo apresenta a reflexão sobre o papel dos municípios portugueses na formulação de uma política educativa no atual quadro de competências que lhes foram atribuídas através do Decreto-lei nº. 7/2003. Utilizando uma abordagem qualitativa de pesquisa, o texto analisa a constituição e o modo de funcionamento do Conselho Municipal de Educação, enquanto agente definidor da política educativa local. O trabalho mostra que a territorialização das políticas educativas tem se traduzido, de fato, na utilização de políticas em favor do Estado central.
