Abstract

No Brasil, a organização político-administrativa é constituída por três instâncias – federal, estadual e municipal – diferenciadas em termos de abrangência, níveis de atuação e autonomia no que se refere à administração da educação. Este texto trata de ações e políticas educacionais constituídas no âmbito dos municípios, focalizando a importância da criação do Sistema Municipal de Ensino e as repercussões desta decisão frente à atuação do Conselho Municipal de Educação. A discussão analisa a estruturação do sistema municipal a partir dos textos das leis que os criam, tomando como exemplo a situação do Rio Grande do Sul.
