CONFLITOS SOCIOAMBIENTAIS E POSSIBILIDADES À GESTÃO DA RESERVA EXTRATIVISTA MARINHA MESTRE LUCINDO, MARAPANIM-PARÁ-BRASIL

Abstract

This article identified and analyzed the main socio-environmental conflicts at Mestre Lucindo Marine Extractive Reserve (RESEX), located in the municipality of Marapanim, and proposed a set of techniques with the purpose of improving the existing management system. RESEX has only seven years of creation, is managed by a Deliberative Council and still does not have an implemented management plan, aspects that indicate local management is still at an early stage. The methodological instruments used were bibliographic-documentary survey, participation in Deliberative Council meetings, surveying the profile of RESEX beneficiary families, monitoring fish and Participatory Cartography workshops; conducting interviews and photographic records. Thus, the main socio-environmental conflicts detected were: mangrove degradation, predatory fishing, predatory crab extraction, land conflicts, wood extraction in mangrove and dry land areas, accumulation of solid waste in rivers and streams, fires and inadequate disposal of solid waste. After identifying the conflicts, it was possible to think about strategies that could make up the future RESEX Management Plan. Among the 12 proposed techniques, there is the zoning of the RESEX, the establishment of cooperation agreements and the creation of a group dedicated exclusively to the mediation of conflicts. In this sense, it was concluded that the conflicts verified in RESEX are mostly linked to the inadequate use of natural resources in the region, and the recommended techniques aims to encouraging social participation, improving the dissemination of information and strengthening relationships and partnerships between institutions that are part of the Deliberative Council.
