The article aims to understand the space and importance of people with disabilities in Brazilian law and society, how does the development of the concept of “person with disability” explain the late and incomplete inclusion of this social segment in the construction of citizenship in Brazil? Our hypothesis is that the development of this concept in Brazil is a product of the struggles and demands of social movements together with external initiatives, particularly international organizations such as the United Nations (UN), which, from the mid-twentieth century onwards, decisively influenced main public policies aimed at this public. However, this development is late and incomplete, being completely connected with the construction of citizenship in Brazil. To meet the objectives traced, exploratory bibliographical research was carried out revisiting history, starting from the main authors, laws and theories involved with the theme.
