LULA 3 AND THE NEW AUTONOMY WITHIN DEPENDENCE?

Abstract

In Brazilian foreign policy history, the concept of autonomy within dependence, created by Gerson Moura (1980), refers to the bargaining between the US and the Germany before the Second World War, during Getúlio Vargas government (1930-1945). During the hegemonic transition Brazil choose to negotiate with the two competing poles, gaining advantages for its national project of development. The goal of this text is to analyse whether the actions of Lula 3 whereas facing the United States and China, represent a new autonomy within dependence in the context of the 21st century, by emphasizing a pragmatic triangulation, or if the current domestic and foreign conditions, lead to the restructuring of this same dependence without autonomy.
