BRAZIL AT RISK? THE OMISSION OF THE DEFENSE SECTOR IN THE BRAZILIAN ARTIFICIAL INTELLIGENCE STRATEGY

Abstract

This article critically analyzes the absence of a National Defense chapter in the Brazilian Artificial Intelligence Strategy (EBIA). It identifies and discusses significant strategic vulnerabilities that this omission poses to national sovereignty, particularly given the current geopolitical landscape and increasing AI militarization. Serious implications of lacking technological autonomy in military AI are explored, considering dynamic contemporary contexts and emerging hybrid threats. The study proposes an integrated, pragmatic model, aligned with public policies, for effectively incorporating AI into Brazil's defense doctrine. This model encompasses autonomous technological development, highly specialized human resource training, and a robust military innovation ecosystem. Conclusions emphasize EBIA's pressing reformulation need, warning of increasing strategic vulnerability in the international scenario where AI is indispensable for state security and autonomy.
