ANALISE DA EFICIÊNCIA TÉCNICA NA ADMINISTRAÇÃO DOS RECURSOS PÚBLICOS MUNICIPAIS NO RIO GRANDE DO SUL, 1988-2000

Abstract

This study analyses the technical efficiency in the management of municipal public resources in Rio Grande do Sul state. This work includes the period after the promulgation of the 1988 constitution, which caused a wide decentralization of public resources and a large participation of municipalities in earning out public services. To reach this aim, we use a non-parametric method (DEA) to determine the level of relative efficiency in municipalities. The main result was an increase in technical efficiency in the 1990s, despite the fact that has occurred an increase in revenue (taxes and transfers) and a raise in public debt sector. This occurred because the output (IDH) increases more than the inputs, such as taxes and transfers.
