1 INTRODUCTION

The Revista Gaúcha de Enfermagem (RGE) was created in 1976 by the School of Nursing of Universidade Federal do Rio Grande do Sul to provide nurses from southern Brazil with a vehicle to publicize their work. The country’s fourth oldest publication and the first in its field for the state of  do Rio Grande do Sul, the RGE was created after the Revista Brasileira de Enfermagem, Enfermagem em Novas Dimensões (no longer in circulation) and USP’s Revista da Escola de Enfermagem da USP.

It is indexed in MEDLINE (since 1986) and the SCOPUS database. In the field of Nursing the publication has been rated B1 since 2009 by Qualis Journals, a system created by the Coordination for the Improvement of Higher Education Personnel (Capes).

The publication has also been published online since early May 2008 via the SEER platform (Electronic Journal Editing System). The abstracts of articles published since 1983 and complete articles from 1998 onwards are available online.

It was initially published every 6 months, rising to 4 months in 2003 and has been published every 3 months since 2006 (March, June, September and December).

Its title is abbreviated as Rev Gaúcha Enferm, which should be used in bibliographies, footnotes and bibliographical references.

2 ASSESSMENT PROCESS

Revista Gaúcha de Enfermagem uses a peer review system, removing the names of authors and consultants, to assess the content, technical and scientific quality of articles. However, the final decision regarding publication falls to the Editorial Board. In the case of articles accepted for publication, copyright is transferred to Revista Gaúcha de Enfermagem.

The Editorial Board (CED) is made up of professors from the UFRGS School of Nursing, who serve as the Editor-in-Chief, assistant Editor and Area Editors, with the support of technical and administrative staff (secretary and librarian) and undergraduate and graduate students. To assess articles submitted the Journal relies on the collaboration of care and teaching institutions as well as national and international research organizations.

The journal supports the principles of the Declaration of Helsinki and requires that the authors of the articles submitted obtain ethical approval and comply with legal requirements for research involving human beings, including informed consent, in accordance with the procedures of their institution and country. In line with Resolution No. 466 of December 12, 2012, of the Brazilian Ministry of Health’s National Health Board, research involving human beings must be approved by the Ethics Committee for Research involving Human Beings (http://www.bioetica.ufrgs.br/diraber.htm).

The Journal supports the registration policies for clinical trials of the World Health Organization (WHO) and International Committee of Medical Journal Editors (ICMJE), and recognizes the importance of these initiatives.

The Journal strongly recommends that reports from a same study not be separated into multiple manuscripts.

Articles similar to others already published will not be accepted for publication.

The RGE’s article assessment process consists of pre-assessment, assessment referral and monitoring, evaluation by partners, article reformulation by the authors, evaluation by the CED and communicating the decision to authors, bibliographical report, article translation and editing, defining publication and online publication.

2.1 Pre-assessment

After online submission to RGE via online, articles undergo pre-assessment coordinated by the Assistant Editor, which evaluates it compliance with publication guidelines and the article’s relevance, as well as basic aspects related to method and scientific language. In this stage changes may be requested via a checklist. Once the authors have complied with these requests the article will be forwarded to the Section Editor.  Should they not comply, publication will be refused without issuing a consolidated report.

If the authors do not respond within five days of the checklist being sent, the Assistant Editor will send a second notification; if there is no response within five days submission will be shelved.  The article will have to be resubmitted.

2.2 Assessment forwarding and monitoring

The Section Editor will select two ad hoc reviewers who are experts on the topic and method used in the article under review and forward the article for assessment using a specific form. The Section Editor is also responsible for monitoring and processing the assessment process. Once the reviewers have submitted their report the article will be forwarded to the CED.

2.3 Peer review

The identity of the author(s) and their institute(s) of origin will be kept confidential from both peer reviewers and vice-versa and the assessment will be conducted independently.

Articles that comply with journal guidelines will be assessed by the two reviewers in terms of merit, originality, content relevance, academic quality, publication convenience, and relevance to Nursing and related fields.

The reviewer’s reports will be considered by the Section Editor, who will forward any suggested changes to the authors, or to the CED in the event that the reports suggest rejecting the article.

2.4 Article reformulation by the authors

Once the changes requested by the peer reviewers have been made, the article should be emailed to the Section Editor accompanied by a letter explaining changes within seven (7) consecutive days.  Outside of this deadline the article will be considered a new submission.  The Section Editor will forward the reformulated article to the CED for evaluation.

2.5 CED Assessment and communicating the decision to authors

Based on the reports of the peer reviewers, the CED will analyze the article and decide whether to accept it, contact the authors with further changes or refuse publication. The decision to publish the article or not lies with the CED. Manuscripts can therefore be accepted, reformulated or rejected. The author(s) will be informed regardless of the decision made.

2.6 Bibliographic report

Articles approved for publication by the CED are forwarded for bibliographical assessment. During this phase the article may still be sent back to the authors for adjustments according to RGE guidelines.

2.7 Translation and editing

Along with the publication acceptance letter, the author(s) will be asked to have the article translated into English by one of the companies recommended by RGE. The authors are solely responsible for selecting and contacting one of these companies. Once this has been done the article will be forwarded for editing (formatting and publication).

2.8 Defining publication

The CED will decide which volume number and edition the article will be published in and advise the author(s).

The galley proof will be compiled by the Editor in Chief.

2.9 Online publication

After formatting, the online version will be published in PDF format under the RGE volume/number in which the article will be published. On identifying the need to request an erratum, it must be sent to the Journal within 30 days of publication. It will be up to the Journal to decide on its relevance and possible distribution.

Authors can monitor the assessment process of their article via the SEER system. Decisions are communicated to authors by email.
