The present article reports a historical research which aimed to know the organization of the public health care services implanted in 1930 and in 1940 in the state of Rio Grande do Sul, Brazil. The collection of data utilizes the method of documentary analysis. It concludes that the public health care undergoes, over a relatively short period of time, through numberless changes of administrative and personnel proposals defined by governmental projects. The decentralized attendance is gradually performed through the installation of health care units at the country side of the state, with the command centralized at the state capital, within a campaigning and policing paradigm.Downloads
