A POLÍTICA DE RECURSOS HÍDRICOS NO CONTEXTO DA INSTITUCIONALIZAÇÃO DO COMITÊ DA BACIA HIDROGRÁFICA DO RIO MARAPANIM NO PARÁ

The Marapanim River Basin is inserted in the Hydrographic Unit of the Atlantic Coast-Northeast, in the state of Pará, which is the most densely populated and economically developed. In order to manage the use of water resources, aiming at their availability, in quality and quantity, for human activities, the Committee of this basin was established in 2019. The objective of this article is to analyze the challenges and opportunities of the institutionalization of the Marapanim River Basin Committee (CBHRM), from the ideas intrinsic to the water resources policy, with a focus on shared and participatory management. The theoretical and methodological support of the cognitive approach of public policy analysis is employed. The interpretation model is adopted through Muller's (2011) policy framework. The nature of the sectoral and global benchmarks that give meaning to water management is analyzed and how these benchmarks are interpreted by public authorities, users and local communities. The analysis model of the article follows the hypothetical-deductive method. The study is qualitative, analytical and exploratory and begins with a bibliographic and documentary research, then the construction of the CBHRM is addressed, only then to analyze the water resources policy. It is assumed that the ideas that give meaning to this policy are dominated by neoliberal and developmentalist macroeconomic values, including the policy of Pará. Nevertheless, it is concluded that the CBHRM can establish itself as a territory for water governance, as long as it overcomes the global challenges imposed on the local and represents the opportunity to consolidate decentralization and participation.
