Legal and institutional instruments for urban and environmental planning in response to climate change in the city of Beira - Mozambique

Accelerated and disorderly urbanization, coupled with poor urban and environmental planning, reveals the fragility of public policies in Mozambique. The limitation of effective legal and institutional instruments, coupled with limited supervision, contributes to the proliferation of irregular occupations, precarious infrastructure and increased exposure to environmental disasters, impacts that are aggravated by climate change. This article aims to analyze the role of legal and institutional instruments in integrated urban and environmental planning management, focusing on climate mitigation and adaptation strategies. The research adopts a qualitative approach based on literature review. The results demonstrate that, although Mozambique has made considerable progress over the last three decades in formulating a normative and institutional framework aimed at coping with climate change, urbanization in the country still occurs disorderly and without intersectoral articulation. The city of Beira is presented as a case study, highlighting important achievements such as the implementation of the 2013-2035 Master Plan, the Pilot Program for Climate Resilience, green infrastructure parks and strategic sanitation and coastal protection plans. However, deficiencies in land use control and the occupation of risk areas continue to stimulate spontaneous urbanization and its negative socio-environmental effects. In this context, nature-based solutions and social inclusion strategies stand out as promising paths. It is recommended to review existing legal frameworks, investments in urban governance and the promotion of sustainable actions, aiming to transform Beira into a resilient model of urban development.
