Redemocratization and gender policies:
debates in Brazilian Congress about paternity leave from 1988 to 1999

This paper aims to understand how an innovative entitlement such as paternity leave was handled by the Brazilian Congress between 1988 and 1999. This is a qualitative-quantitative research, with emphasis on descriptive statistics and documentary study, in order not only to provide a general overview of the theme between 1988 and 1999, but also to analyze it in a more singular way through the procedures of some of the proposed laws on the subject. It is concluded that, despite the peak of propositions shortly after the ratification of the Constitution, the intention was not gender parity in care work, with the father seen as a mere helper to the mother in the first days after the child's birth. In the same way, it is observed that the agenda presents itself as a women's claim, with greater engagement of the small percentage of female deputies elected in the period covered by the study.
