Cultural Policy in the Municipality of Rio de Janeiro: a budget analysis (2008-2020)

Abstract

In this article, we carry out a budgetary comparative analysis of Rio de Janeiro City’s Cultural Policy between the years 2008 and 2020. It considers the Pluriannual Plans of the administrations of the period as well as the information of the programs, actions and values available by the city’s transparency’s portal. Through this study we were able to have a clear view of: the trajectory of the budget destined to the Cultural Department; the management and the execution of the main programs related to Cultural Policy; the representativeness of Culture in relation to the total budget; the relevance of the Tax Incentive Law (ISS’s Law) to the Department; the differences between the cultural policies respective to each cycle of management in the period.

Manoel Silvestre Friques, Universidade Federal do Estado do Rio de Janeiro – UNIRIO, Rio de Janeiro/RJ, Brasil

Professor adjunto do Departamento de Engenharia de Produção da UNIRIO e do Programa de Pós-Graduação em Artes da Cena (UFRJ). Fez pós-doutorado no Programa de Pós-Graduação em Estudos Contemporâneos Das Artes (UFF). Atualmente, realiza o segundo doutorado no Programa de Pós-Graduação em Políticas Públicas e Desenvolvimento do Instituto de Economia da UFRJ. Doutor em História da Arte pelo Programa de História Social da Cultura (Puc-Rio), foi Pesquisador Visitante da Columbia Universiy (2015-2016) e da Université Paris-Nanterre (2019). Graduado em Artes Cênicas pela UNIRIO (2007) e em Engenharia de Produção pela UFRJ (2012). Mestre pelo Programa de Pós-Graduação em Artes Cênicas pela UNIRIO (2009). Com uma abordagem interdisciplinary, Publica com frequência em periódicos científicos. É dramaturg e curador bissexto.
