THE INSERTION OF MINING ACTIVITY IN MUNICIPAL MASTER PLAN: A DISCUSSION ABOUT THE CASE OF DIMENSION STONES EXTRACTION IN THE NORTHWEST OF ESPÍRITO SANTO STATE

This paper deals with the insertion of mining activity into Municipal Master Plans (PDM), bringing a case study on the extraction activity of ornamental rocks at the northwestern state of Espírito Santo. This study discusses the importance of territorial planning for better implementation of this activity, in light of the economic impact on state GDP, the main legal and legislative acts of the matter, and the role of administrative bodies responsible for the sustainability of this sector inside the local economy. It arises from a discussion of information obtained by the joint action between federal and municipal Consortium of the Northwest Mining Municipalities of Espírito Santo (COMMINES), in conducting the "Training Workshop for implementation of Master Plan on Municipalities involved in Mineral Activities in the northwest region of the Espírito Santo", at which time, in parallel, municipality workers participating in this workshop were consulted about the mining activity in their communities, by answering a questionnaire. Through this discussion it is emphasized that the planning of mining and its inclusion in the Master Plan in municipalities with low population density, where mining is an important factor for generating employment and income, it's an essential tool for land planning and local development. Thus, we highlight the importance of inserting the extraction activity of ornamental into Municipal Master Plans (PDM) members of the consortium of municipalities in the northwestern region of Espírito Santo, enabling a pro-active performance of the involved actors, processes environmentally friendly and regulation of activity. The analysis of responses to the questionnaire and the results of the workshopshow the ability to design ways to improve the reality, transforming it into a process of building an effective development model based on sustainable planning of mining activity in the PDMs.Downloads
