MODERNIZAÇÃO PERIFÉRICA: A SEGREGAÇÃO DA POPULAÇÃO NEGRA E O MODELO HAUSSMANNIANO NO BRASIL

Este breve ensaio procura estabelecer uma relação entre o caráter eurocêntrico das ideias de modernidade urbana que circulavam nos meios técnicos, em especial dos planejadores urbanos brasileiros, e a modernização das capitais que terminou por agravar a segregação étnico-racial entre populações brancas e negras. Para isso, desenvolve-se uma análise da formação das cidades brasileiras no contexto colonial e escravista dos primeiros séculos de conquista portuguesa, examinando a inserção das populações negras nesse contexto até a desintegração do sistema de trabalho cativo e a transição para o trabalho livre. Nesse ponto, analisa-se as ideias do racismo científico difundidas entre as elites brasileiras, o caráter eurocêntrico de sua cultura e o modo como o modelo haussmanniano foi incorporado pelas administrações municipais para responder às demandas do crescimento populacional, embelezamento e saneamento das cidades. Por fim, as consequências da adoção deste modelo e o caráter periférico da modernização que se atingiu no Brasil.

ABSTRACT
This brief essay aims to establish a relationship between the eurocentric nature of the ideas of urban modernity that circulated amongst Brazilian technicians and especially townplanners, and the modernisation process that accentuated the segregation between white and non-white urban populations. To reach this goal, this paper analyses the origins of Brazilian cities during the times of portuguese colonisation, in which time they were dependent on the work of enslaved black people, examining how they managed to find their place in society until the abolition of slavery. At this point, the spread of ideas of scientific racism among the ruling elites of the country is analysed as well as the eurocentric nature of their culture; and how the city standard Haussmann created for Paris, France was appropriated by the city administrations to cope with the new demands created by the rising urban population and sanitation, as well as the need of embellishing the public spaces. Lastly, the consequences of the adoption of this model of urban modernity and its problematic results in Brazil are discussed.
